When will Da Nang’s industrial clusters be completed?
The director of the Da Nang Department of Industry and Trade said that Cam Le industrial cluster phase 1 is 90% completed and expected to come into operation in the fourth quarter of 2022.
On the morning of May 26th, at the 2nd “People’s Council with Voters” program, many elector in Da Nang city expressed their interest in the investment progress and preparation to invest in the construction of industrial zones and clusters in the city.
Ms. Le Thi Kim Phuong, Director of Department of Industry and Trade of Da Nang, said that the city is currently investing in 3 industrial clusters, including: Cam Le, Hoa Nhon and Hoa Khanh Nam. Cam Le industrial cluster has been invested, carried out site clearance, and completed infrastructure construction as soon as possible. Until now, 90% has been partly completed and expected to be completed in the third quarter of 2022. The second phase is expected to be completed in the fourth quarter of 2022, and can bring businesses to land. “However, the current problem is renting and leasing land. Da Nang is pending for the Prime Minister for a mechanism to solve this problem. It is expected that the Cam Le industrial cluster will be put into operation in the fourth quarter of 2022 after the Prime Minister agrees to handle the problems,” Ms. Phuong stated.
More information on this issue, Mr. Ngo Ngoc Hau – Vice Chairman of Cam Le District People’s Committee said that the investment progress of phase 1 of Cam Le cluster has been completed. Currently, only management policy to operate and exploit is entangled. In the second phase, 87% of the compensation and clearance work has been done. “The only problem facing Cam Le Industrial Complex is the management mechanism,” said Mr. Hau.
According to Chairman of Da Nang City People’s Council Luong Nguyen Minh Triet, about new investment in industrial clusters, there are still problems with investment regulations. In the public investment law, it is not allowed to invest in public parks and industrial clusters except in mountainous and island areas. While Cam Le industrial cluster has used public investment, it is currently in trouble with the management mechanism. “Da Nang City is applying for a special mechanism to solve this problem,” Mr. Triet informed.
The Director of the Department of Industry and Trade of Da Nang city stated that for Hoa Nhon industrial cluster, it is expected that the site clearance work will be completed in the third quarter of 2022, and implementation of procedures for selecting investors in construction will be carried out in technical infrastructure, completed in 2023.
The Department of Industry and Trade has advised the City People’s Committee to develop a set of criteria for selecting infrastructure investors in industrial zones and clusters, based on the guidance of the Ministry of Industry and Trade. The City People’s Committee is reviewing, reviewing and issuing it soon as a basis for selecting investors to build technical infrastructure for Hoa Nhon industrial cluster, then Hoa Khanh Nam industrial cluster and new industrial clusters. .
In 2021, Da Nang has considered canceling the construction of 2 industrial clusters Hoa Hiep Bac and Hoa Khanh Nam. By April 2022, the City People’s Committee agreed to continue building Hoa Khanh Nam industrial cluster for investment and development. It is expected that in the second quarter of 2023, site clearance and technical infrastructure construction will be completed in 2024.
According to Mr. Nguyen Dang Huy – Chairman of the People’s Committee of Lien Chieu district, the Hoa Khanh Nam industrial cluster project after adjustment is 13.2 hectares with 233 records. Currently entangled in the Khanh Son landfill area. The work of notification of land acquisition has basically been completed. The district is initially implementing the work of compensation and site clearance, and is submitting to the city a plan to arrange resettlement. “The plan to conduct site clearance compensation in the second quarter of 2023; coordinate with the Department of Industry and Trade in formulating criteria for investor selection to select quality investors”, Mr. Huy informed.
The Chairman of the People’s Council of Da Nang – Mr. Luong Nguyen Minh Triet informed that the policy of investment and new development of industrial zones and clusters is correct and needs drastic implementation. Da Nang city develops according to the structure of trade – service, industry and agriculture. The Covid-19 pandemic shows that due to such an economic structure, the city is heavily affected. Therefore, industrial development makes the city more sustainable. “We knock on doors asking businesses to move all day long, but where would they go? I suggest the People’s Committee of Da Nang City, the Department of Industry and Trade and the districts stick to it and focus on solving the problems,” Mr. Triet said, emphasizing that “They should refer to the practices of other localities. Why do other localities execute quickly, but it is difficult for Da Nang to make any move?”
In order to develop industrial clusters in the coming period, the Department of Industry and Trade of Da Nang city has developed an industrial cluster development plan, which proposes a new development plan for a number of industrial clusters integrated into the integrated plan. into the provincial planning in the period of 2025 – 2030, with a vision to 2050. This plan has been basically agreed by the Da Nang City Party Committee recently. On the basis of the new industrial clusters that have been agreed to develop, the Department of Industry and Trade will develop a program for industrial cluster infrastructure development and is expected to submit it to the City People’s Committee at the end of 2022.
