It is the first locality in the country to start implementing the plan, in this period, Bac Giang has many advantages but also many difficulties and challenges.

Bac Giang provincial planning is the first provincial planning in the country to be appraised and approved by the Appraisal Council (with 100% of the votes at the voting conference) and also the first and only locality. So far nationwide, the planning approved by the Prime Minister in Decision No. 219/QD-TTG dated February 17, 2022, according to the Law on Planning is an important premise to expand the breakthrough development opportunities of the province. next time.

The industry is the main driving force for growth associated with the development of new spaces, making Bac Giang one of the regional industrial development centers. Diversified development of services, stable development of agriculture, in the direction of safety, quality, and efficiency. Technical infrastructure, social infrastructure, and urban investment are synchronous and modern.

Science, technology, and the knowledge economy are promoted, becoming the main factors contributing to the improvement of growth quality; strongly promoting high-quality human resources. The fields of education, health care, culture, and society are comprehensively developed in the advanced group of the whole country; the material and spiritual life and living environment of the people are improved; expand cooperation, integrate more and more deeply with the world; build a solid defense and security posture. Striving to 2030, Bac Giang becomes an industrial province in the direction of modernity, GRDP scale ranks among the top 15 provinces and cities in the country and the Northern Midlands and Mountains region.

In accordance with three economic regions and taking into account their advantages, potentials, and development ties, the province planning also clearly illustrates the socioeconomic development space. Based on spatial organization, traffic links connecting inter-regions with provinces, border gates, airports, and seaports, the province of Bac Giang has also identified 10 important gateways connecting with the province. These will be areas where planning and investment are concentrated on main traffic axes, general service areas, transportation, warehousing, and logistics to take advantage of and promote the advantages of the province. Bac Giang also planned more than 10,000 hectares of industrial development land for the next 10 years. Specifically, by 2030, there will be 29 industrial parks (IZs) with a total area of ​​about 7,000 ha, of which 20 new industrial zones are planned, the area of ​​new and expanded IPs increases by nearly 5,700 ha, and 63 industrial clusters (CCNs) with an area of ​​more than 3,000ha.

Regarding the development orientation of the transport network, Bac Giang province has a breakthrough in the development of the transport network. By 2030, in Bac Giang province, there will be 3 highways, belts, 5 national highways, and many connection points to industrial parks, clusters, and residential planning areas… The province also plans 38 provincial roads, with a total length of about 1,128km, of which 10 existing district roads are planned to go to provincial roads; the new opening of 12 lines…

To achieve the goals and tasks of the planning, Bac Giang province has proposed 8 main groups of tasks and solutions; at the same time identify 3 breakthroughs to clear bottlenecks, and create motivation, breakthroughs, and new space for development. In which, focus on perfecting mechanisms, policies, and administrative reform (this is the stage to focus on and a problem for the province today). Focus on building and creating a breakthrough in economic infrastructure system to meet development requirements, especially transport infrastructure with external routes and belts connecting with neighboring localities, connecting with a system of seaports and airports, connecting provincial roads with highways, national highways, and ring roads; synchronous industrial development infrastructure to attract investment; urban infrastructure to promote service development and to be the development center of regions and sub-regions; information technology infrastructure towards the goal of building a digital economy and digital society; develop the social infrastructure to ensure social needs and promote the development of social services.

Problems that need to be solved immediately

Bac Giang province planning period 2021-2030 has opened up great opportunities for Bac Giang province, which is a great source of encouragement for the government and people in the province. However, as a first-time implementer with a very large amount of work, the contents of the plan are related, covering all fields, Bac Giang is still facing many difficulties in implementing the project. . Mr. Duong Ngoc Chien – Deputy Director of the Department of Planning and Investment of Bac Giang province said: “The first is the issue related to legal regulations, there are some unclear things. In the Investment Law, it is said that it is based on provincial planning, but the provincial planning itself is not clear and cannot be expressed in a specific and detailed way. For example, a project with only a few hundred m2 cannot be shown on the map.

In addition, there are many different interpretations of the provisions of the Provincial Plan, some people think that the plan must be clear and specific, but there are also people who think it only needs to be oriented. Currently, when there is a provincial plan, the province requires all districts and branches to review the entire planning to ensure consistency with the provincial planning, but the review has not been completed. Another problem is that the errors between the field and the planning on the map have not been completely resolved.

However, Bac Giang has set high determination for the implementation of the provincial master plan for the period 2021-2030. Immediately after being approved by the Prime Minister, the province has taken many measures to quickly and thoroughly implement the master plan throughout the province. “Currently, Bac Giang is drastically implementing the direction of the province, focusing on reviewing and re-promulgating district and sectoral planning, ensuring consistency with the provincial planning. Besides, the province is proposing the Central Government to agree on the interpretation of many regulations in the planning, just follow the directions to avoid the difficulty of applying the plan in practice,” said Mr. Duong Ngoc Chien.
