Hai Phong is committed to developing a sustainable eco-industrial park
That is confirmed by Mr. Le Trung Kien, Head of Hai Phong Economic Zone Management Board, at the meeting with the mission of the Ministry of Planning and Investment with donors UNIDO, Seco.
From striving for the first eco-industrial park and typical of the whole country
At the meeting with the mission of the Ministry of Planning and Investment with donors UNIDO, SECO and the Project Management Board of the Ecological Industrial Zone, Mr. Le Trung Kien – Head of Hai Phong EZ Management Board said: In order to implement the objectives of eco-industrial zone development in a comprehensive, effective and sustainable way, Hai Phong EZ Management Board always wants to receive the attention and support in all aspects of the Ministry of Planning and Investment (especially the Department of Management of EZs) and international organizations, especially UNIDO and SECO.
As a state management agency of industrial zones and economic zones in the area, Mr. Le Trung Kien pledged that the Management Board of Hai Phong Economic Zone will strive to build and develop eco-industrial zones in comprehensive, effective and sustainable areas; actively support comprehensively and effectively for DEEP C Industrial Zone and industrial zones in the city so that Hai Phong quickly becomes the first and typical eco-industrial zone in the country.
According to Le Thanh Quan – Director of the Department of Management of EZs, UNIDO and Seco have actively supported the Ministry of Planning and Investment and localities in the development of eco-industrial zones, contributing to improving the efficiency of three important pillars (economic, environmental and social) to help Vietnam take the right steps, the fastest and most effective for sustainable development in Vietnam.
Director Le Thanh Quan confirmed that the Ministry of Planning and Investment achieved important results in the previous phase of the Project, showing the trust and effective support of UNIDO and Seco. The project in Phase I has achieved many successes and is of great significance in the context of the start-up of the eco-industrial park model which is still quite new in Vietnam; but during the implementation of the project, the Project Management Unit has actively promoted propaganda to raise awareness of the sustainable development model to ministries, sectors, localities and the business community. Thereby, each step helps Vietnam have valuable experience on the transformation roadmap and regulations to effectively achieve an efficient and sustainable eco-industrial zone development model.
On Hai Phong city, Mr. Quan welcomed the pioneering spirit in participating in piloting the transition of traditional industrial zones to the eco-industrial park model, contributing to Hai Phong creating an important traction force to promote investment attraction, economic and social development and sustainable environmental development. At the same time, it is proposed that in the coming time, Hai Phong should promote the transformation of eco-industrial zones more quickly, strongly and efficiently; take DEEP C Industrial Park to spread the eco-industrial zone development effect to other industrial zones in the area, and strengthen industrial activities among enterprises in the same industrial zone, moving towards strengthening the linkages between industrial zones in the city so that Hai Phong aims to become an eco-city as expected and desired by the authorities and people of Hai Phong city.
Assessing the progress of implementing the eco-industrial park project in Hai Phong, Mr. Quan stressed that although in the context of the COVID-19 pandemic negatively impacting all aspects of life and society in 2021, the Management Board of Hai Phong EZ has closely coordinated with DEEP C Industrial Park to implement a number of important tasks, such as evaluating and mobilizing enterprises to participate in industrial communities.
In order to implement the next activities in DEEP C Industrial Park on schedule and effectively, the Director General requests the Management Board of Hai Phong Economic Zone and the investor of DEEP C Infrastructure to discuss and agree on a specific time plan to select enterprises in DEEP C Industrial Park to have a meeting with the consultant of the Project; thereby implementing activities to exchange, advise and guide support enterprises to contribute to raising awareness of the ecological industrial park model and industrial symbiotic activities, cleaner production, contributing to the project in terms of progress and quality.

Sharing about the initial achievements that Vietnam has made in the development of eco-industrial zones, Ms. Le Thi Thanh Thao, Head of the representative of the United Nations Industrial Development Organization (UNIDO) in Vietnam, highly appreciated that DEEP C Industrial Park has witnessed the rapid change of this Industrial Park. Industrial park with synchronous and modern infrastructure, especially the work items related to environmental protection is well invested and large scale (such as solar power system, online automatic monitoring wastewater treatment system with environmental resources department, waste water reuse incubator…) has demonstrated that DEEP C Industrial Park can achieve the ecological vision of the world.
Thanh Thao said that during the implementation of the eco-industrial park, it is certain that DEEP C Industrial Park will face many difficulties and challenges, but the Management Board of Hai Phong Industrial Park and DEEP C Industrial Park will quickly reach the goal of developing eco-industrial park more quickly, vigorously and effectively.
It is known that in Hai Phong city, there are 2 units proposing to implement the eco-industrial park, namely Dinh Vu Industrial Park Joint Stock Company (the investor of Dinh Vu Industrial Park) and Shinec Joint Stock Company (the investor of Nam Cau Kien Industrial Park). Companies are actively implementing eco-industrial parks according to the guidance in Decree 82/ND-CP dated May 22, 2018 of the Government.
Thus, on the total area of 12 Hai Phong Industrial Zones under investment (nearly 5000 ha), the area that the two industrial zones directly deploy eco-industrial zones account for over 16.5% of the area in the ongoing industrial zones of Hai Phong.
Up to now, Shinec Joint Stock Company has installed solar power system on a part of the industrial park with an area of about 339,822 m2, the scale of electricity is expected to be self-sufficient about53,319 kWp (Kilowatt-peak).Shinec Joint Stock Company also actively implemented industrial symbiosis linkage,attracting recycling and waste treatment industries: the company has implemented plastic symbiosis linkage through attracting a chain of plants with plastic recycling activities, producing raw materials, industrial symbiosis in the steel industry in Industrial Park (Viet Nhat High-grade Steel Metallurgical Joint Stock Company) to comprehensively reduce waste in Nam Cau Kiet Industrial Park.
Dinh Vu Industrial Park Joint Stock Company is the beneficiary of the eco-industrial project of the Ministry of Planning and Investment. To date, the Company has cooperated with DOW Chemical Vietnam to implement the pilot project of building internal roads of Deep C Industrial Park from recycled plastic. The 200m pilot project for roads from recycled asphalt has been under construction since September 2019 and is continuing to test the construction of internal roads of Deep C2A industrial park from recycled asphalt with a length of 1,200m. The company has also actively researched and tested to implement wind and solar power projects (installing solar panels on the roofs of secondary investors in the industrial park with an area of about 2,865,030 m2, the electricity scale is expected to be self-sufficient about 477,505 kWp).
Along with the eco-development trend, the digital transformation associated with the construction of a system of smart industrial zones is also being directed by Hai Phong City in the direction of closely linking industrial zones and industrial zones; between industrial zones and CNN with urban development, modernizing rural agriculture to form a sustainable development ecosystem, contributing to the achievement of the goal at COP26 that the Government of Vietnam has committed.
